I'm playing a multiplayer game (1939 scenario) and for the last two turns in mid-1940, the USSR hasn't received any MPPs. Mobilization is at 0%. Is this normal?

Your side is either making poor mobilization decisions or your opponent(s) is investing and winning big in the diplomacy game and keeping Stalin placated as a result. Poor mobilization decisions would be things like winning the Finland Expedition or banning the French Communist Party which drive the USSR away from the West and mobilization numbers down.

I see, yes, the Finns won the Winter War. I figured keeping the Finnish front quiet would be worth it. I didn't consider mobilization as impacting MPPs, merely the timing of the USSR's entry into the war.
