Macao is missing on the map, Bhutan was a British protectorate and Afghan garrison unit can't be upgraded

Hello Bill.

Macao is missing on the map. I've added it myself together with a port as a part of Portuguese India.

Bhutan 🇧🇹 was a British protectorate until 1947 and afterwards an Indian protectorate until it became independent in 1949. So it was involved in WWII as a part of the British Empire and can't be seen as neutral.

After Afghanistan 🇦🇫 joined one party its garrison unit can't be upgraded.

At all of 11 square miles in size, I think Macao could easily be regarded as in the same hex as Hong Kong at this map scale. The anchorage at the time was shallow and not suitable for deep-draft ships. Although technically neutral territory the Japanese pretty much exercised complete control through "advisors" whom the isolated Portuguese administrators were in no position to resist.

Bhutan didn't really have a formal military until the 1950s in response to the Chinese takeover of Tibet so wouldn't have much to contribute besides the 5 MPP.

Are you member of the game developers or Just a Player of this game series, like me?

I've added Macao with a port in my own little mod.

I think it should be added in the next patch.
