It's January '42, and the Soviets have about 30 rifle divisions in the Reserve box that have been there for several turns and are still at zero strength. I'm wondering if this is because I set all my infantry TOE at 75-100 percent, and the on-map divisions are consuming replacements? I have about 350 rifle divisions total.

Or do I need to set each division in the Reserve box to Refit mode to get the unit rebuilt?

Are you certain these units are not set to maximum toe 0 %. Because an absolute 0 that keeps to 0 % I have never seen.

Given it is possible you have si many units in refit status or in TBs having priority over replacements that you have nothing left for that turn for these divisions.

Setting them to refit will help but what is your manpower pool looking like?

Regarding the reserve:
You do not have enough manpower to fill all IN 30 Div at once.

Set only 2-4 Div to refit (depends on the number of battalions, brigades, tank div mountain div and so on, you have set on refit)
