Reinforcing ships question

All,

How come I cannot reinforce this ship from 8 to 10?

I have a level 1 naval port as you can.

The port has to have at least a level 6 supply in order to reinforce to 10.
Check the supply level by clicking 's'.
Now, check the supply level in Japan, you should see ports with supply >10.

Also a naval unit can only reinforce a maximum of five strength points a turn. Motor torpedo boats being the exception. So if a naval unit starts repairs at four points or less it will take two turns to get it back to ten.

Ports have to to have a native (my terminology) supply of 6 or higher to reinforce above 8. These are usually ports that are connected to the mainland (Japan, Australia, USA). Using naval construction will boost the supply the port is able to give ships, but will not change the native supply. Yes it is kinda wonky.

Rarely. If there is a port that is 5, and not connected to you capital, it will always be 5. But if you can connect it to your capital, then it will go up to 8 or 10, depending on if conquered or allied.
One of the few examples of this is WaW - Axis conquers Eygpt, it will be 5 strength. If you conquer Syria, Greece, Balkan, etc and have a complete rail line to Axis capital, then it will automatically start increasing.

Japan has no way to do this, that's one reason why it's wonky.

Just to clarify: Naval Construction upgrades improve the supply giving abilities of isolated ports to naval vessels. It does not increase the capability of ships to be repaired at that port.

Ports with a strength greater than 5 are the only ones where ships can be repaired to above strength 8, i.e. those with a connection to a Major's Capital, Industrial Center, or Primary Supply Center.

System seems wonky to me.

Rabaul and Truck should be over 5 as ports I feel, for the Japanese.

While north east Australia port should not be over 5 for Allies.

Only major ports should go over 5 in fact.

Of all those ports in the area, only Melbourne, Sydney, and Brisbane had repair shipyards and graving docks in place in 1941 that could have repaired anything much larger than a destroyer. Truk was a magnificent anchorage and supply depot but had little in the way of repair facilities outside of a small 2,500-ton lift drydock.
