1436 CIV Ships Heading to Refuel for No Reason

Hi folks.
Well, this has never happened before. In the latset beta, in a custom scenario, most of my manually plotted surface ships and many in my combat groups are heading all out to refuel for some reason. Even though they are not low on fuel or weapons. All settings are the same as they've always been.
I tried to reproduce it in a simple test scenario and couldn't get it to happen.

Is anyone else seeing this? I don't know why I can't reproduce it on a simple test scenario. It has never happened before the current beta.
And why would some ships, like the Burke class in the picture I posted above, be heading to a San Antonio class for its refuel destination? Weird.

After more tinkering, this problem is just as frustrating and baffling as before.
I built the posted scenario last year and have been trying to play it for 8 months now. But with my micro-manage style of play, every update and beta has had either a very annoying bug or one that makes it unplayable. This one now appears to be a bug of the latter type.
But what's confusing is that I have not been able to duplicate it on a simple test scenario. And I figure if this was common, a LOT of people would be reporting it.
So I thought maybe it was a glitch on my end.
I tried to manually replot courses for ships and surface groups in the scenario editor. And messed with UNREP settings Didn't work.
I did another deep rebuild. Didn't work.
I reloaded the latest beta. Didn't work.
Finally I uninstalled and reinstalled the game via Steam. Didn't work.
From the start of my scenario (I hopefully correctly posted above) most of my surface ships on plotted courses instead immediately go full speed to UNREP even though they are fully fueled and armed.
And what's even stranger is that some of them are heading to ships that do not do UNREP, like the destroyer in the picture above heading to a San Antonio class landing ship. Or others in my surface groups who are running full speed away from nearby UNREP ships, towards a Wasp class LHD, of all things.
I can't stop them, no matter which settings I try.
Surely this is a bug, right. (But a strange one?)

Probably, this is related to the similar issue in the recent tech post "Ships RTB (Bingo) With Full Supply of Fuel." Except in my case it's not all ships, but most, and they're all manually plotted.
