Helicopters Imediately RTB Bingo After Take Off

Build: 1436 CIV
DB: DB3K_507
There is an issue with helicopter taking off and immediately RTB Bingo. The problem only effects airbases that are part of a group either lots of single units or a single unit airbase grouped with a radar etc.
I have created a small scenario attached below with various airbase types with a selection of helicopters allowing you to see the problem, just launch a random helicopter from each base and observe. The ones from a group will immediately go RTB Bingo.
