If Hungary joins the Axis vis diplo before DE611 fires, when does Romania joins the Axis (assuming no diplo on Romania)?

Is it 1940/11/23 oe 1940/08/30?

I'm assuming DE611 doesn't fire if Hungary is already Axis, or does it? If it doesn't fire, then Romania doesn't lose territory to Hungary, so does it them activate on the earlier date?

Hungary joins
1940/10/20 (Yes to DE611) or 1940/12/01 (No to DE611)

Romania joins
1940/11/23 (Yes to DE611) or 1940/08/30 (No to DE611)

If DE 611 doesn't fire, then they will join the Axis on the 23rd November 1940.

Okay, thanks - I assume then that DE 611 won't fire if Hungary is already Axis before that DE comes up?
