City Fort Creation?

Manual Section 20.6.1 Creation states:
Select unit in or adjacent to the urban/port hex.....
Done That.
Further states:
On the right unit bar (assuming this is the vertical bar down the right side of the screen with the selected unit displayed)..you will see a button on the unit that says City Fort. Clicking on this button....
As can be seen from the attached screenshot the selected unit is in the Leningrad urban hex and there is no City Fort Button anywhere in sight.....
What an I doing wrong?
