Talked to Lothos on discord and he is unaware of why this is happening, so I thought I'd post it here.

His TRP WiE 1.6.9 Beta 2 (and maybe(?) the current non-beta version available on this message board) has Finnish HQs providing 9 supply from an intrinsic (base) 5 supply hex. Occurs for HQs both in Finland, and on captured Russian territory.

I think Lothos has now worked it out and will be making a change for the next version of his mod.

Yea, this one was the finish HQ being at strength 11 instead of 10 which was causing the issue.
