So this is under the new Beta that just went live----

I've had an Army HQ at 21% ToE for months now in game......its been sitting on a depot with plenty of supply and hasn't gained a single squad of strength and is on Supply Priority 4.

My understanding is that they are supposed to slowly add support squads to increase in strength this doesnt appear to be happening at least for this HQ.

HQ's don't have a "REFIT" option on the main screen so go to the Unit tab in the CR and set its status to Refit. That should get its %Toe up close to 100% in one or two turns.

Thanks will try that. annoying that they dont get replacements unless you go through some round about way.

Another working as designed im sure that is daft.

More like a simple quick fix for the unforseen consequences from raising the importance of 100% TOE for HQs. Easier and quicker to amend the CR rather than change HQ details window to add Refit option. I think that was the story.
