Confused what effects actually apply to air units in non-Clear weather

I know there have been some changes in patches to how aircraft operate in non-Clear weather (see below), but I'm now a bit confused about what effects *do* actually apply e.g. the manual says:
Mud: "Air unit attack values and spotting/strike ranges are halved"
Snow: "Attack values are halved for all unit types... Air unit spotting/strike ranges are halved."
Frozen "Attack values are halved for all unit types."
From my recent experience, air strike ranges, at least, are *actually* no longer reduced in any non-Clear weather, is that correct? Are their attack values still halved and does that stack with the 50% reduced effectiveness mentioned here or does only one of these apply?: "Air units can now recon and attack in bad weather, all attacks in bad weather will be at 50% effectiveness." and what counts as "bad weather", anything not "Clear," or just snow/fog/rain/sandstorm?
I think these are all the recent changes to aircraft:
Rebasing an air unit lowers its spotting range in half, and rebased air units can no longer swap with an adjacent unit (Elessar2, Duedman).
- Air units in fog/rain, snow or sandstorm weather will now have their spotting range reduced to 1 hex (Lothos).
- Air units that attack a unit in fog/rain, snow or sandstorm weather will no longer de-entrench.
Air units can now recon and attack in bad weather, all attacks in bad weather will be at 50% effectiveness.
- Air units do not receive supply from an HQ unless they are attached.
- Under supplied Air units, due to not being attached to an HQ, will be indicated by a red hatch beneath the applicable Air unit.
- Under supplied Air units, attached to an HQ but not to the most optimal supply giving HQ, will be indicated by a purple hatch beneath the applicable Air unit.
