I'm playing BoB as the RAF, and when I look at my pilots screen within a squadron, it looks like the same fatigued pilots are being assigned to fighters while there are fresh unfatigued pilots who aren't being used. Is this a bug, or am I missing something?

The game assigns pilots based on fatigue, rank and experience so a fatigued high ranking, high morale pilot may get assigned before a fresh, low ranking, low morale pilot will. There is some variability added as well.
