In the attached mission, the Soviet units are set to fire 6 ASMs at each target. Initially, the settings for the mission were not sticking and the WRA for these weapons continued to revert back to the side default. After changing the side default, the settings did stick at 6 ASMs per target, but when attacking the units are still launching two missiles at each target.

I just hit start and within seconds all the Backfires unloaded the rest of their AS-4s. Within a few minutes, all the target ships had 6-13 missiles of various types heading to them. I'll try again later and see if I can reproduce it, but for now, I can't.

Interesting; it does that when I reload the game but not when I was replicating the issue to create the save file.
