Cannot kill 1xSquid - Constant retreat

So I played this a lot before Oceania and never ran into this issue before.
I have a lot of different sea life roaming the edges of my shores. I have air recon and bomber assets and fast motorized units with artillery (early research still) that respond to these threats. I have no issue with getting 400+ recon on the unit but now that it is down to the last single 1x100 stack I cannot finish it off.
For about 10 turns now I recon it to 400+ then hit it with arty 3 times (14-1) or more and bombers 2 times (38-1) and it retreats every time, it has very weak defenses well below my hard and soft attacks but it will not die it just retreats after the first 2-3 rounds of combat. I have grouped the attacks for higher odds then also tried them individually thinking I might have more chances to kill it in the 2-3 rds before retreat.

13 rounds later of 2x bombers and 3x artillery attacks @300-400 recon, its dead Jim!

The default chance of a hit being a kill is only 12%, so combined with the limited window of opportunity to engage a target before it retreats off the field, it can sometimes take quite a lot of effort kill off an unit without encircling it (which is obviously not possible with sea creatures).

Sea Creatures need a higher chance to kill or less chance to retreat. The way it is is ridiculous.
I have spent way too much time micromanaging recon and bombers on sea squares to stop fear levels in city. I should not be using up vast amounts of oil and ammo trying to kill a single sea unit. Recon of 999 and multiple arty units hitting it on coast and multiple bombers on multiple runs with constant retreat of the last few in the unit, taking YEARS to kill.
I am so sick of the time required to micro manage this and its so UNPLAUSABLE I will probably not bother with Ocean planets anymore.
Sea creatures need less chance to retreat PERIOD! We have no ocean units and cannot surround as you said.

Have run into this problem as well. Quite annoying! +1 to some mechanic change to mitigate the ocean creature problem.
A card to pay a MTH (before navy revamp) to keep a seazone completely clear of beasts would also be nice.

I'm not sure I agree it should have a game mechanics change. Sea creatures probably should be very hard to corner and destroy. Maybe some future naval game can have depth charges and hunter-submarines or some such... That could be an interesting twist.

Example of coastal defenses (CD) I referred to in that link above. This was a scenario with particularly nasty sea-creatures and the CD effectively nullified them. Big investment for sure.

Making a separate battlegroup for every single coastal hex anywhere near anything important is way too much busy work. I've found planes to be decent at dealing with sea beasts, although I think that's a case of your mileage may vary depending on how tough the critters are and how good the planet is for aircraft.
I second the idea that an MTH contract for monster hunting would be a good/fun early game alternative option for dealing with maritime critters.
