How does an HQ begin a turn with no mp? bug?

I don't show any partisan activity on this hex, but I have not movement point even at the start of the turn? Why?

IIRC this HQ was previously (last turn) displaced by some Soviet unit.

Show battle sites and see if it was attacked or "bumped".

Um its frozen; the relocate HQ function has been used...thats 2 I can think of...

perhaps post a screen shoot of the HQ details window and what scenario and what turn are you on?

Choosing to show attack & defense would show an HQ with 0-0 values.

Good point.

But I was ATTACK-MOVEMENT display. I think you can see that as the separator is an "=" for that mode versus a "-" on the counter.

I can see some rare but legitimate scenarios here. One way to cause this would be to have the HQ stacked with a low TOE unit that becomes depleted through attrition at the start of your turn. Both the unit and the HQ then get displaced, and HQs end up with 0 MPs if they're displaced during your own turn.

Another possibility would be if the HQ was unstacked and next to a Soviet amphibious invasion. Since amphibious invasions happen between the Axis logistics phase and the air phase, the HQ would again get displaced during your turn and end up with 0 MPs.
