If the Armor unit is run out, will InfA fill in the empty OffA hex?

Not sure what you mean by, Run Out.

Do you mean when there are no names left?

If so you can still build the units...just the name will be something like Armor 1 and so on...

No that is designed only for armor. It is usually used to set up offensives like invading France or the start of Barbarossa so the Armor doesn't bunch up all in one area.
