From the manual:
'14.3.6. Bulgaria
In WiTE2 Bulgarian forces are treated as part of the Balkans Theatre Box. The country
will surrender to the Soviet Union 14 days after the event ‘Rumania Surrenders’ has
occurred'
However not in our game, it was 6 weeks.

I think I can explain it. The event requires that Bucharest is Soviet controlled. It will only happen after 2 weeks during a turn that Bucharest is Soviet controlled. Does that line up with your game?

Am not entirely sure but I think the turn Bucharest was taken, or perhaps the turn after that. Here is a screenshot from the turn it flipped and the Soviets are advancing 3 hexes a turn so they have not Bucharest for 2 weeks.
Maybe just update the Living Manual, obviously it is not a big deal.

Basically with surrender, the event becomes active and is set to start checking in two weeks. When it checks each turn, Bucharest must be Soviet controlled for the event to fire. So all sounds ok. Ideally, the event text would mention that it will surrender when Bucharest is Soviet controlled, but no sooner than two weeks.
All understanding comes after the fact.
