I haven't found this info in the manuals, so wanted to specify a few things:
- If Allies capture Nagasaki and Hiroshima before August 1945, bombings would not occur? What if they capture only one of these locations?
- Will Japanese NM drop by the same amount if only one of those cities is bombed?
- Does Osaka bombing in November inflict any NM loss on Japan? Or does it only damage units and the hex itself?

Couldn't tell you. The Japanese AI always runs up the white flag long before I get a chance to use them. My guess is that if you capture Hiroshima and Nagasaki the bombings don't occur, and they'd hardly be necessary at that point.

The other will still be hit.

Yes it will, as there is only one hit to Japan's National Morale.

It only damages the hex and any unit within it.

Follow up question:
If the war in Europe gets prolonged by the chain of events concerning India for example, do the bombs drop on Germany?

No, the bombs can only be used against Japan.
