Odd possible supply bug?

So in a crazy game...I am the UK and I own most, not all but most of Denmark as you can see pictured below.

So I have added up all the port supply and added up all the used supply.

Port supply adds up to 400.
2 level 9 ports, 180 each, 360 total
2 level 1 ports, 20 each, 40 total

All units add up to 256 supply used.

BUT it tells me I have units in basic supply...
Does not seem possible. Should have 150 supply left over.

Any ideas?

I think that one port of level 9 should not be counted. There is no direct access for ships from the sea to the port of Kiel because it is mined.

I can move units into the ports via sea with no issues.

So the port is open there...

But overall it is weird...the mines NEVER go away even when all of Germany is captured...there should be a way that they are disabled.
The mines are for the Kiel port...when captured the mines should also be captured just like all the others in the game.

It is not really causing a major issue...but the supply piece does not make sense. Both ports say they are producing supply...just not sure where it is going.

I have moved units out to see if I can figure out how much supply they produce. Hopefully I don't get attacked by you while I am doing that. Good thing it is the middle of winter.

Ships are not allowed to pass from the Baltic Sea to the port of Kiel.

No, I'm not going to attack. It's not time yet. ;)

Odd that is says that...I know it does not work that way.

Open the game up and try a move from the Baltic...you go right through the straight.
You can stop in either port, and visa-versa.

So the game does not work as it is written.
I wonder if it is because they are both ports and next to each other?

I can move a unit from the UK to either port through the straight.

BUT if this is causing the supply difference that is okay...and would make sense. Just does not seem to be since both ports are reachable by the UK navy.

To add I just tested and Lubeck the level 1 port right there is completely unusable by any country other than Germany.
You can capture it but it does not do anything.

I tested the following...
Capture the "right" side of the Kiel canal ONLY. The unit gets 180 supply points.
Capture the "left" side of the Kiel canal ONLY. The unit gets 180 supply points.

Capture both sides? It looks like you just get 180 supply...
At least that is what it seems to be doing.

I forgot what it was about Kiel. Something I put in. I'd have to check.

In looking now...

This is the odd piece.

If you check the above screenshot you will see that there are 2 hexes that are controlled by the Russians.

What I am noticing is that the UK unit in that hex...is not able to receive supplies, it is stuck in basic supply...which overall is bad.

I checked the ports and there were 44 supply available...so I was under the max.

Soviets and USSR can't share supply. They don't cooperate.
