Soviet Fortified Zones

Can anyone tell me how to quickly - or just to refit Soviet Fortified Zones?

I have them refitting but none seem to get beyond 49% TOE.

If you're still wondering about this, my first guess would be because you're short on manpower. If, as the Soviets, your consistently around 200k or so manpower on the production screen, that actually means you're scraping the barrel. From what i understand, that number is from BEFORE your troops get reinforcements, and those 200k go pretty quick when you're raising whole armies from scratch. If you really want the fortified zones to fill out, make sure your units in the reserves are NOT set to refit (if i remember correctly reinforcement priority goes: refitting in reserves > refitting on map > other reserves > other on map), and attach the zones to a commander with a decent admin rating and set to a high supply priority.

On the other hand, I'd suggest not worrying too much about filling out fortified zones. I mostly find them useful for enabling fortification building, and to do that you can stack up some brigades or divisions on top of them, and/or attach construction units directly to the zones. I tend to keep their TOEs quite low (30% or so, i think they only need 10% to maintain a fort but it's good to have some cushion there) and rapidly disband them if i have another unit to maintain the fort-- I'd much rather have that manpower going towards a unit that can move, rather than languishing in a static position.

200k manpower? I'm lucky to be hovering around 115k.

Anyways, I was using the fortified zones to help get the fort in a hex to level 3 but I noticed there were situations when the fortified zone itself has a high defense value - especially in cities. Those I will probably keep to help slow the Axis down.
