Please see attached.

The tanker mission inactivates in 1 hour. 'RTB upon completion' is checked, but aircraft keeps orbiting unassigned after the inactivation.

I thought this had been fixed at one point?

What you want can be achieved by checking "Order RTB" under the deactivation tab.
I suspect that "RTB upon completion" does not apply when what you want is to "deactivate" the mission, not complete it (two different things).
