Red supply values (again)

I have a German HQ sitting in Smolensk for 10 turns now. It often gives a red supply (lowered) value, even though it has done nothing, not moved, nothing. If it matters, there are no nearby enemy units nearby, nor any unoccupied partisan hexes. What is causing this, and, more importantly, how can it be avoided?

I have moved on from Smolensk and now sitting in Moscow awhile, but same deal.

The red bracketed numbers mean those HQs have a supply receiving value of 5 or 6 in the hex they occupy but are distributing it with the green value of 8 or 10 which of course fades further from the HQ unit. So overall your supply situation is good for being so deep in enemy territory. Most of your combat units seem to be sitting in hexes with a value of six and above.

HQs receive supply from captured or damaged sources, like a strength 5 town or city, and they are efficient at converting this into supply for the units near them.
