Tracing into El Aghelia

Why does it cost two point to trace into El Aghelia? As can be seen, it costs one point to trace into Sidi Barani.

Do you happen to have an HQ in Benghazi?

The 3 is right. The real question is why are there 2x 8 South of Behgazi

I can reproduce it with an HQ in Benghazi.
I thought all hexes within 5 of an HQ get +1...
With a max of 8...
So that would explain the double 8s on both sides.

Thanks everyone.
I thought it would be clearer if I hid the units, turns out that was the wrong choice. I agree: HQ bonus is the cause.
