Is there some kind of modifier for the exp that is recieved after a battle? What I mean is, if I see my jock (er, mech pilot) got 190 exp in piloting that seems to translate to 19 actual pilot points when I go to update the jock.

So he is getting 10 percent of what was shown earned in the after battle report. Is there something that effects this? Can he get more of the exp earned?

My pilots are green and already skill advancement is moving at a crawl. I fight about 3 battles to get enough points to raise an attribute, then fight a fourth battle to get enough points to add the few points to the new maxes of the skills. So its taking about 4 battles to raise 2-3% in a skill. It seems pretty slow. I can not imagine how bad it will be when my guys are a few ranks up!

actually xp transforms to develolpment points at a 15:1 ratio.

and you should be getting more XP than that. My jocks typically get 1000 to 2000 xp per fight at low levels culmative of all three catagories. Or about 60 to 150 DP's.

Enough where I can usually raise an attribute or two every other fight, and raise at 2 or 3 skills by about 5 -10 per fight.

Remember, you get XP by making skill checks.
(formula, if I remember correctly is 350 - 3 times what you need - what you rolled)

so, use any spare time to do things like making scans of the enemy, crossing water, hell even jumping up and then right back down is good for a few XP if you make the roll. Things like ejecting (if sucessful, ie green), using your life support, locking on an enemy and the like will also gain you some experience.

if all you do is either walk around or stand in one place, you will really only ever get combat XP's (from landing weapon shots), and development will be really slow.

you will find that XP goes up as your jocks gain more experience. Mostly because they are then making more of their rolls.
