[1.26j2] Spies not taking in unstable zone

Started a brand new game last night.
Despite being successfully placed by a Strategic Command roll in an adjacent Non-aligned zone, twice now the spies have shown no sign of ever existing when the next turn begins. The zone name has also changed; the previous turn it was named 'Uravan', before that something else, and now its back to 'Blue Palace'.

It may have to do with that zone being involved with an 'Adventurers Party' decision. As you can see in the image, there are fragments of my zone control within the target zone.

edit: Its working now. It looks like my problems were just because the only visible zone to send the spy to was consolidated out of existence in the inter-turn processing. I thought I was sending the spy to the main zone, but I was only sending him to an adjacent clump of 10 or so hexes.
Lesson learned: beware zone fragments!
