Static Units Invading?

In the first campaign I played (the one with the additional air HQs) the static home guard divisions in England disappeared before I launched my invasion of France.
In my second campaign (the stock one) the static units did not withdraw and one remained clogging up the largest port on the southern coast preventing me from stacking two invasion divisions with the Amphibious HQ. I presumed that the single invasion division I stacked there would execute the invasion and the static division would be left behind.
To my utter amazement, the static division loaded onto transports and invaded France. The units indicates that it has 1 movement point, but is also still indicated as "static" and that state cannot be altered.
What the Eff am I supposed to do now with this unit clogging my beachhead and why the Eff did it participate in an invasion when it is supposed to be fixed in place?
Additionally, why the EFF was it placed in the largest port on the southern coast where it would prevent two invasion divisions from being stacked with an Amphib HQ in that port?
