naval invasion problem

Been trying to get back into WiF and getting stuck.
a big problem is the Barbarossa scenario, I don't think my Soviet deployment is that impressive and I've been tending to play that side passively but with the Germans I struggle to reach Smolensk-Kiev as an end line pretty much regardless of how risky or conservative I opt to play.
but the specific issue is naval invasions.
this impulse came up rain so decided to do a combined, deployed one infantry corp+transport to the Baltic, kept one land move back for the invasion. Which never comes, get offered a debark and then it jumps straight to land combat, as:
What I'm not sure about is if this is scenario related or if its a mechanism I'm overlooking
there is the wider question of how to actually make any real progress in this scenario. I've tried variants of all the options I can see, avoid disrupts/accept them, ground attack for disrupt or ground support, put almost all the air north or south of the Pripyet etc
