Breakout Manual Control of Automated Fleet Homebase Selection Behavior

This game has been a surprise for me in that it has provided an incredible experience across many hours of enjoyable, nerve-wracking and thought-provoking enjoyment!
In the Empire Policy Settings > Fleets menu > Fleet Postures item Homebase assignments are controlled. I am finding the that the the AI handles everything else to my satisfaction EXCEPT Homebase selection. It seems to have the propensity to stack 15 (yes!) of my fleets in a backwater system that is surrounded by Defense Pact allies. The decision-tree logic for this escapes me!
I would simply ask for the Homebase Selection criteria be broken out in a separate Policy selection option.
