Splash of Gas

I posted this in the main thread but never got a response.
This is either a bug, or it is something new. Since no one responded, I posted it here.
A plane is coming back from a strike.
The plane is 348 miles from its base.
The plane has 433 miles of fuel left, so it can make it back without taking on any fuel.
The plane is headed for a rendezvous with the tanker.
The plane hooks up with the tanker, adds approximately 224 miles worth of fuel. This increased its fuel and raises it up to 657 miles, which appears to be about a 10 percent increase.
The plane then breaks off and heads for home.
So, the plane only took on a small amount of fuel, but did not fill up.
Is this something new, and is therefore WAD, or is this an error?
BTW, I call it "SPLASH GAS" because it's sort of like a NASCAR quick (not full) refill when there is a Yellow Flag.

While refueling the AC reaches Bingo and immediately RTB.
Not sure what setting is needed to change to refuel completely what seems the expected behavior?

The expected behavior is to fill completely with fuel.
What is fun is that if you run the mission on one flame the behavior is as expected and it gets completely filled with fuel.
If you do it at x15 that is when the bug appears.

Tested all the time compressions.
Working: flame and double flame.
Not working: in the rest of the cases.

I ran a quick test with an F-15 and a KC-46A. The F-15 is almost 500 nm miles from base. The KC-46A is offset slightly 200 miles from base. I let the F-15 run to bingo and RTB. The F-15 was about 1/3 of a full load. I then told it to automatically refuel from any tanker. It immediately diverted to the KC-46A. It refueled and immediately RTB'ed. I ran it on 5, 15, flame and double flame. Each run through saw the F-15 completely fill its tanks before RTB. When manually setting tanker interaction, it seems to always fill the receiver's tanks.
So I think the bug might be in flight plans. The other reason I am suspicious of the flight plans is that there have been previous issues with timing around flight plan waypoints. Those have been patched as they come up. This might be a new one.

btw, is filling up an RTB flight the wrong method? I would think to extend the tanker's effectiveness, you want to use the minimum amount of fuel to get the flight home. Save the fill ups for outbound and on-station flights. I'm curious what a real air flight planner would use for doctrine.

That would be the best but I don't think the AI is able to differentiate when it should fill to the maximum or only what is "necessary" to return to base.
I have also seen some cases in which while it is in RTB and has enough fuel to get to base it still stops to refuel which should not happen.

As was the case in this situation.
FWIW, this situation was created using the Flight Planner, so thewood1 may be correct that it is a problem somehow associated with the Flight Planner, and the speed buttons, of course.

I think that AI can already tell if the next stop of a flight is base of continue the mission. It appears to have no impact on refueling, but the AI knows when to do it already from my tests.
