Incorrect snow level increase during blizzard?

Manual says that during blizzard minimum snow lvl increase is 2.

In the server game vs Leumas on turn 24 i had at least lvl 6 snow everywhere near the front line (and actually far behind it too).
On turn 25 blizzard hits a good chunk of the front and now some hexes have lvl 7 snow.
6+2=8 and not 7.
Is blizzard bugged?

I downloaded the saves from the server. Will look into if this is a documentation issue or something not WAD in the code. Thanks.

There are several things not mentioned in the manual, and one that is clearly wrong in the manual. Years ago (probably pre-release) blizzard was changed so that snow only goes up 1-2 points per turn, not 2-4. The thing about blizzard is that there is no melting going on. It represents very cold weather, but not necessarily a huge amount of precipitation.
Snowfall is different in that, as stated in the mild winter rules, it goes up by 1+die(2), or 2-3 normally, but only die(2), 1-2 during mild winters. But there's a caveat to this. If the snow is already 7 or above, instead of going up, it will instead drop 1 level. So a 7 would become a 6 (an 8 would become a 7). During mild winters, if already over 7, it would drop 2, so a 7 would become a 5. So the statement that snowfall goes up between 1 and 3 per turn up to level 7 is somewhat misleading, and also not accounting for the fact that if a hex was a 7 already, it would actually drop down to a 6 or 5 (depending on if it was a mild winter).
The game is working as designed, just not as documented. I will reference this for a future living manual update. Thanks.
