Odd Menu Item

I loaded C:MO (Build 1500) to check out some data and with no scenario loaded I saw this interesting menu item. Looks like a dev option or maybe part of the benchmarking
When selected the toolbar looks like this:
It all goes away when I load a scenario, so no real impact, just a glimpse into debug mode maybe?
