Cannot use road/rail if there isn't an actual land connection between two tiles?

Got another one for ya's.

The cavalry unit cannot move N after going NW, despite the presence of a road (and rail) connecting the headland to the northern coast. Is my only alternative to use the straits pieces where both headlands are on one tile?

Meanhoo the armored unit has to move N then SE to get to where it is going, and cannot move NE across the straits directly.

I've since redrawn both of these areas and/or rerouted/deleted the roads/rails to work around the issue, just strange that the game engine lets you draw the roads/rails in there, but won't let you use them.

The hexes aren't connected, so even drawing a road over them - which is technically possible, as you can see - has no effect in game. Redrawing the land is the only way to make it work.
