Just out of curiosity...has anyone been able to design a Deutschland class panzerschiff to the historical specs by 1928?

Even on the real displacement of 11.5k I haven't ever been able to get close.

Perhaps Germany needs a bonus large diesel tech?

Very few ships can be built to their historical tonnage, most end up overweight.

Other than that, yes you can build a 1928 Armoured Cruiser with 2x3 11" guns.
