I'm looking at the StB scenario and see no evidence that the motorized troops are getting the +10 NM bonus outlined under 12.1.2 of the manual. It is supposed to kick in as of September 1943.

Also some units gain a potential morale bonus due to their type (the type bonus and the special bonus can be added together):
•
Cavalry, Mountain, Airborne and Air Landing +5
•
Axis Allied motorized units +5
•
German Motorized Units +10
•
Soviet Motorized Units (from Sept 1942-August 1943) +5, Soviet Motorized Units (Sept 1943-end of war) +10.

Example: a Soviet Motorized Guard unit in 1945 has a net +20 modifier (+10 motorized in 45 +10 Guard), while a Soviet Guards Cavalry unit would have a +15 modifier (+5 cavalry +10 elite).

So what's wrong? its +10, not +15

The Soviet Guards motorized unit NM is 65. 50 base, +10 guards, +5 motorization. It should be 70.

Off topic (but also slightly on topic). Why do infantry units sometimes get x3 MP when motorized and sometimes x2MP? I understand that RNG is involved here?

Errata (01.01.00):
a. Soviet units may not be temporarily motorized in 1941.
b. Corps and division sized units have a minimum AP cost of 3 to temp motorize.
c. Temporarily motorized units have to pass an extra admin check when
determining their MPs (failure reduces their MPs).

x2 means the failed the extra admin check.

That came up in Discord just recently, not sure how often before. So far noone seems to have found the will to point it out.
You are right, either it is bugged or the manual is just off. At least that was our conclusion IIRC.

Considering that people prefer to use Meat Waves instead of Tanks (since Rifle Corps simply has more CV than Tank Corps) it's not be too bad to get them +5 more NM. ...now depends on what is meant with "motorized"...

Can a mod move this to tech support so we can get a set of eyes on this?

We noticed this a couple of months ago and found this has been this way since before release. In a conversation with Gary at the time, IIRC the conclusion was it was likely intentionally changed during pre-release testing, but the change was never documented. I need to close the loop on this and confirm with Pavel that the display is matching the code being used (I think it is), and then document the change in the living manual. So bottom line is likely WAD that there is no increase to +10. Thanks for bringing it up.
