Yes. You just set it to "Both Computer' when selecting sides in the main menu.

Do this all the time to test mods. With a fast computer you can get 6 months of game time in less than 2 hours.
Beware though, this will the AI vs AI. So, if you are trying to test something that the AI can control, you can't test this way. You have to create your own little bot AI to advance the turn manually.
