I noticed that there is no conversion of il-2 airframes and t-34 chassis into actual il-2 planes and t-34 tanks.

Number of airframes/chassis goes up correctly, but for some reason that is it.

No factories damage/evacuation.

turn 4 turn 5 Saves: There might be some other equipment with the same issue, i did not check everything

Production will be erratic if you lack sufficient frames/chasis for full production requirements.

is it WAD that Soviets lose 50%, every 2nd turn equipment is built, of their production due to this?

The limited availability of chassis/airframes and the resulting erratic production in 1941 is calcuculated-in. If factory relocations happen on historic dates the production targets of early Il-2/T-34 etc will be reached.
