Leader Checks (At Least Admin)
Leader checks are not using the remaining percentage of the skill, but the cumulative passing rate.

like best case scenario
33 units for the fronts
7/12 = 58%
9/20 = 45%
Add those two togerher and you get above 100%
but
if you takes 45% of the remaining 42%
77% should pass
Every single one did repeatedly...

Out of OOB Penalty Not WAD
Only applies to HC (at best, its hard to isolate) not lower commands

Do you have a save for this, ideally a pre-log save from the end of the prior turn, as well as the start of turn save? Is this an AI game or against another player (with or without help levels)? There is a note in the rules about combat prep making it more likely to pass admin rolls, but I don't know if this or some other item is kicking in to adjust the rolls (documented or undocumented). I'd be very surprised if the basic leader check function is adding the probabilities up. There's a greater chance that something else is involved, but can try to get an answer if I have some saves.
