What happens if you occupy those hexes with Entente units?

There are several of those on the map. They signify areas of concentrated shipping and are good raiding areas, where naval units can reduce the strength and supply level of the nearby port, and possibly other resources nearby. I'm not sure why the Sea of Marmara one doesn't have a pop-up message stating what it does like all the others.

some of these have a pop-up that says the impact but this one doesnt wondering if it has an impact more than just reducing the value of Constantinople ports.

It's possible the addition of a pop-up message was just overlooked or missed in a patch update.

There are messages saying that shipping is blockaded in the Sea of Marmara, but they aren't showing - possibly because there are several rather than one and the engine may not like that.
The game effect is that the Entente presence there reduces the strength of Constantinople's ports.
