I'm not sure if this works as intended. When signing a transport contract, the Foreign Affairs council does a trade skill roll but I don't understand why the Foreign Affairs council does it and not the Economic council (MTH is his responsability after all).

Yes I agree. Why did i do this through the Foreign Affairs council? Next patch will make changes.
