[1.26j3] Mod libraries that use the Stratagem table refuse to load

In the current open beta, any mod which has entries in the 8) Stratagems table seems to give this message when starting a new game:
Issue tested with my resource transfer mod and with the test mod that comes with the game; in both cases if I empty the Stratagems table, the game progresses to planet generation without error messages. Adding the "missing" six columns that the mod library table lacks has no effect.
In the stable version (1.26f2) there's no issue.
Edit: 1.26j3 hit stable so this now happens in the stable version too.
