National Morale surrendering, twice?

Ok let's say my opponent has been super wasteful in its France defense and got its morale super low that its possible I can do the initial France capping without taking Paris. Saying no to Vichy gives him 10000NM but taking Paris immediately after would remove 10000NM...

The question is, is France falls from getting 0 National Morale a first time, can it do so a second time (sparing me from a trip to Algeria)?

The strategy guides says: Any Major that surrenders and is then liberated will not surrender a second time if their National Morale were to once again reach zero.

But in France case the original DE Vichy trigger does it count as a surrendering or not (ie it only count as surrendering the first time if yes to Vichy or if the DE triggers it count as already surrendered once)

The Vichy DE does not cause France to surrender, but fires when France has surrendered, so it depends why France surrenders in the first place.

Gosh darn it... Makes it much harder to punish those fleet Kamikaze...

Ok not all hope is lost. What would be the timing of the Paris capture national reduction event?

Let's say I take Bordeaux first, then Paris. Do I get DE Vichy before or after France gets its -10000 NM deduction?

Probably after, as the 10,000 penalty is likely required to make France surrender in that instance.

Hum... Yeah that's what happened. I thought Bordeaux and Paris would be an "all capitals taken" surrender but it ended up being a lack of NM one. Darn it!
