I am playing Stalingrad to Berlin (no early end vs AI) and, with exceptions that I can't explain, have not been able to attach Flak units to my German divisions.

Has this been noted already?

I believe this was changed a few patches ago. LW Flak SU can only be attached to HQs.

Yep, though this rule is absolute nonsense. In the field the Army commandeered any weapons they could find, hauled the flak guns away and ddiscarded all the equipment to track aircraft. The LW did not like it.

Thanks, indeed this reduces considerably the value of the LW Flak units, even if I understand the friction between the various services. Having to spend AP to attach LW Flak would rebalance things better than the blanket impossibility to do so.

You may want to have a look at this Thread concerning AA SUs.
TLDR: AA SUs that are "rolled" into combat from an HQ are not providing AA cover.
