How to change scripts in a multiplayer games.

I am looking to find a way to change scripts in multiplayer games.
For instance, in the Civil War game, I would edit DE 1000 Foreign Intervention. I can access this script when making an SP game, but I cannot access it at the start of an MP game.
Is there a way I can do this?
