Shadow of the Tsars-Orenburg Cossacks question

If the capital of the Orenburg Cossacks is retaken by the Whites, will any Orenburg Cossacks spawn like they do when Astrakhan is taken by the Whites?

Had time to hot-seat this and the answer is NO. Orenburg Cossacks are 'Liberated' but no units spawn.
Taking Astrakhan by the Whites does liberate them and a Astrakhan 'host' of 2 units does spawn around the town at the end of the turn.

Good to know if the Whites want to waste time on Orenburg. There could be strategic reasons to do it but knowing this I can think of better things for the Ural Whites to pursue.

Considering that Dutov gets three infantry corps, a cavalry division, and a better HQ than either Gaida or Khanzhin, all at full strength, which is more than either Gaida or Khanzhin start with (which is insane considering that he had the least out of the three IRL), and the Orenburg Cossacks do not raise any additional forces when liberated, the only real reason to actually go to Orenburg would be to assist the Ural Cossacks from the East if they are still fighting and Denikin cannot take Tsaritsyn and/or Astrakhan to assist them from the West, or to liberate them if they have already capitulated. They might be more useful in Multi-Player, as they will allow you to purchase new units, and their build limits are quite high.
Other than that, it might be better to leave a corps at Orsk to check any probing attacks towards Yekaterinburg (though if the Ural Cossacks have capitulated and the forces that the Reds used to do it haven't been diverted to other fronts, all of Dutov's forces may be required at Orsk to prevent the Ural Whites from being rushed down pre-maturely), and then re-deploy the rest, still a serious force, to Khanzhin's centre or Gaida's North.
