How does one upgrade port capacity in the Campaigns?
I am trying to upgrade ports for greater supply and not finding out how.

Increasing their maximum strength will increase their supply.

To do this go to:

Campaign -> Edit Country Data -> Edit Strength/Reinforce/Reformation Data
