The AI ​​does not seem to take into account the resource reserves of the hex when leveling up the asset.
In this example, the next turn should have seen the AI ​​finish its 3rd level of oil well, but was interrupted by the oil reserves at 0. Given the high price (5000) of this third level and the near impossibility of acting on the choice of the next private asset, perhaps we could imagine a reserve/ease of mining condition before leveling.
On the other hand, he correctly mothballed the oil well.
