Let me try to look at this. Its hard to articulate what the issue is, true. But lets start with the rules afaik.

The way I understand the control system, is that if the network is strained, then you have fewer options or your options are less effective. In cannon, it's as if the Truck Drivers ignore traffic signs if they have an "Expedite" cargo order. Or, if the system is strained, you can either block a truck altogether or let it through to follow outstanding dispatch instructions, if you will.
So: Its really hard to distribute points over a stressed logistics system according to the players every wish. But if there is zero load on the system, then the player's configurations are much simpler and transparent in their effect.
Anyways, in your images, if you back off the percentage of the western branch from 100% to 95%, while leaving both branches on {block pull points = 'no'}, then it may well be that *all* of the *
remaining* LP flows that way, to the West. By "remaining", I mean: excepting the 150 southern-bound pull points. That would make sense; that would be good.
But at least, or only, 150 LP
must continue to flow south. That those LP continue to flow through is the important thing. The rules stipulate it, and gameplay demands it. What happens to the remainder, that uncommitted 1300 LP, isn't guaranteed by any rule I'm aware of.
So, if you see zero flow to the asset, while {block pull points = 'no'}, then we have a problem. If you are having trouble directing the remaining, uncommitted 1300 LP, then I also have that
that problem, but it's probably not a bug or fault.
