Assorted Questions

Greetings all. Been getting back into WIF action and as usual, its a blast (have more time now). A few questions:
1) As the CW, do you tend to setup convoys in the Bay of Biscay or do you avoid it? Drawbacks include easier access (than the North Atlantic) and higher sea boxes for the Germans and Italians, but, its easier to defend for the CW and its an additional battleground that dilutes the Axis NAV's all going to the Med which is further from the UK and more problematic to to get NAV's and long range fighter to (not to mention supply issues for both sides). One would think its best to avoid Biscay for convoys and have it go through the Faroes Gap instead, but perhaps a mix of the two is the best option?
2) For the US gear up of production, when would you tend to say is the average time to be able to do this (July/August 1941)? How about for the War Appropriations Bill?
3) For mutual DOW of minor countries for Germany and Italy (eg: Spain), there are two separate rolls (even if done simultaneously). But when I just did a run through of both powers DOW the USSR there was only one roll in total (treated them as combined). Is this a bug?
4) If Ethiopia is liberated by the CW, is it possible to build and have some of its units move to India/Burma to help in defense? As the CW, what do you do in terms of the defense of the Indian Ocean, beyond the obvious garrisons of key points ahead of time? Do you keep a small fleet in the area (eg: in Aden or South Africa) or largely vacate it to concentration on the Kriegsmarine and Regia Marina who are already a bloody handful?
