How to capture Malta and Cyprus??

I bombed all the units in both until they were all destroyed, but paratroops cannot drop there and there is not an invasion hex for me to go into.
I was able to land in Gibraltar after all the units in them were destroyed by using that invasion hex.

For Malta you need to land troops on the beach hex. Malta has one on the southeast side at 162,21.

Hum... strange, because if Malta is empty, paratroopers should be able to drop on it directly (but not on the beach IIRC, used only for amphibious assaults). Was the weather ok? Did you have an unused Air transport point?

I believe the Paratrooper also has to be on a hex that aircraft can be in.
