Turn off GR units?

First game, dominated by GR units. Next door regime has walkers, nothing touches them, they annihilate everything. Then I found some GR artillery. Ends up the walkers surrounded in their city while the GR arti slowly kill them. The city is obliterated. So the game is just GR vs GR, all the rest is irrelevant. All the regular upgrades and units pointless. How do I turn off GR stuff (the GR tech is also unbalancing)? Seems like it was a good game before this stuff.

If your early nearby Minor regime is a Surviving AI then it may be tough as described it the manual 5.4.2.4. SURVIVING AI.
Looks like they don't attack if your tech level <4 so I tend to passively block them without attacking and even surround giving exit path to slowly push them back without fighting. keep them blocked until I find some abandoned GR tank or playing GR stratagem card to get them, but If you are not lucky it may be a problem.

Actually they are farmers, there are some derelict ancient mech hexes near them that they got the walkers from, maybe? The problem is that the other minor near me also has walkers... Seems like the GR stuff is too common. Besides the arti I already found GR infantry equipment. Maybe needs to be dialed down. I guess no way to turn it off?

I don't think you can turn it off. Maybe you can try different planet history with less remaining GR technology.
Or you can change the strategy.
I remember similar situation with farmers having walkers, but when I noticed it I stopped my units and started diplomacy. Invested into good foreign council and after some time they become part of my empire. This way all their fancy militia + walker units also joined my forces.

GR is not that powerful, just get some units that hard counter that type. You can roll over AIs with GR, but you can roll over AI with anything.

Sounds like a good strategy, but I had already made a promise to declare war on them. My first game, I do things semi-randomly to see what happens. Anyway they died thanks to GR arti, now I just have to rebuild their city, lower danger and unrest, fight off the rebels and kill some monster that is lowering stats and pop. And also fight the AI survivors that just declared war. Luckily I just found a giant GR tank. My regular guys can just sit around and watch the fireworks and cringe at all the collateral damage. Awesome game!

Except militia. They had walkers and two types of androids that multiplied their attack and defense by 3 or 4 times. Without the GR arti it was game over.
